You gain the Whisper form, by getting the Whisper of Hanoma office at least once.
To get the Whisper office, you need a few skills/things. One of which being a Politics skill of 75, once you have this, go see Ei and have a friendly chat with her. If you are able to get the office, she will give it to you during dialog.
The Whisper of Hanoma is a very powerful office, and is open to all Aligned or Attuned.
The Form mimics what the office does, and is very handy.
The Whisper of Hanoma is a psionic office.
