Upon the centennial anniversary of the founding of the Justicars of
Tyr, a great festival was held. It was at this festival that the Seven
Decrees of Law were first introduced to the Even-Handed's most pious warriors.
Along with the Decrees, the construction of the Ivory Tower was commissioned
by Germane II to serve as a bastion for the faithful. If one event could be
singled out as the most important to the Justicars, the Benediction is such.
