The stunning charge uses the energy storage and conduction capacities
of the kazarak's geomantic runes to build up a powerful charge of
electrical energy. This charge may be directed at opponents, using the
syntax 'bolt <target>'. Using that power too often will stress the field,
requiring some time to recharge it. This charge can also be conducted
through the giving or receiving of physical attacks, channeling smaller
amounts of electrical energy into opponents in this way.
