Temple Bloodmoon, as its violent name succintly sums up, houses the (female) worshippers of Tolmet, goddess of whips and pain. It is located in Andala at (0, 36, 0) or global coordinates (-81, 36, 0).

Keiko there will provide some training in the appropriate arts for a priestess of her nature. Mivara, on the top floor, will also offer training to those who are "of the faith".
