You only receive 15 "moves" (rune flips) before the oculus resets, and when you flip a particular rune, it moves 3 spaces to the right and changes its orientation (from down to up, or up to down.) Start the quest by asking Kaila about the Illuminatorium. You'll need the Illuminatorium Oculus from her before you can enter any of the puzzle rooms.

The developer Fate claims that any freshly reset puzzle can be solved in four moves. I can't verify this and spent three hours trying to solve it traditionally before building the script - Kian
