Hell is... hell. It is not currently available. The Hellspawn culture, including fomori, balrogs, quasits, zenunim, and marilith has its home here.
From several OOC mentions, Hell seems to behave like the Exoma. At any given time, there is only one room, "somewhere in Hell", which holds various items and/or autonomoi depending on randomness.
