Owned, presumably, by Galadirel. Once found in the possession of one Lindal of Mirkwood (now of Valathyr).

  An enchanted crystal phial with the light of Earendil, the elf star,
captured inside.
  
   It looks about one dimin on a side.  It weighs about two and thirteen
twentieths dekans.

Simply 'grasp' the phial to release its light, and 'release' it to stop
emitting its light.
  Keeping Galadriel's Phial costs nine keep points.  Galadriel's Phial was
created by Ler; the source code was last updated Mon Apr 04 04:20:43 2016.

   After a moment, the knowledge that Galadriel's Phial is composed entirely
of quartz drifts into your mind like a long-forgotten memory.

• Drains Spiritual energy - rather quickly, approximately 5 per second! - to increase light by two levels. Unlike a torch it does not actually use a hand, so if you're hard up for both sources of light and manipulator limbs...
