Also grants +25% lens energy regeneration. Perhaps some other buffs...
High talent psychic contact pop chance for the first time player receives office. It is guaranteed pop for psi races. The guaranteed pop can be counted separately 
from the high pop chance, potentially resulting in two talents.

Note: The affiliation requirements for the office are even more restrictive than Lightbringers. It has been observed that Drunkards are ineligible for the office.
