Spencer is a dick and possibly invincible. Hace couldn't land a single hit on him; psionics did nothing either.

He does seem to have incredibly strong gear though. For instance, he summons powerful dagger spirits to kill you faster. However, as previously mentioned, he's terrifyingly resilient.

He is in the Leah's Hill undercity.
