The office gives a large boost to Goetic Investiture, Piety and the various Power skills
Also grants +25% lens energy regeneration. Perhaps some other buffs...
High talent pop chance for the first time player receives office. Unknown if it's a guaranteed pop for psi races. (Edit: It is in fact a guaranteed talent for psi races. Confirmed by Twilight when the office was first implemented - Telurel)
