They likely require arcane lore, legend lore and telepathy skill to bond to, the last of which is not trainable unless you are a psychic with an at least vaguely telepathic talent. This could very likely be wrong, however, as nobody's tried to bond to one since the Rangers-to-Verynvelyrae update.
