Bonding Requirements
The failure message implies that some torture skill is required - indeed this worked with 65 torture skill in one case - but 36 torture is insufficient by itself. Since Verynvelyrae forbids any degree of torture specialization, even if granted by some association that provides access (e.g. the Maidens of the Spear), the skill simply cannot be specialized while a character is in the guild. Since it cannot be specialized, it cannot go over 40. Either the requirement is closer to 40 or even beyond, or there there is some other combination of skills that qualify a consort that is unknown at this time.
NB: while Spearmaidens may seem an appealing option combined with this familiar, it is mostly incompatible if the character is interested in taking advantage of many of the bonus specialties granted by the panther.
Known Abilities
Petting the familiar
You pet Jet with your left hand. You sense dark energies flowing from Jet's body into your spirit.
This provides a temporary bonus to crushing resistance, cutting resistance, piercing resistance, unholy taint, and unholy fortitude. It also restores one spell point.
Sahasrara Chakra
The panther grants its consort the Sahasrara (violet) chakra, which provides a large bonus to willpower and luck, numerous skill bonuses, and grants the Wingless Flight trait when fully charged.
Attribute Modifications
Being bonded to a panther gives the consort a very large bonus to willpower, a large bonus to strength, and moderate bonuses to dexterity and charisma.
