Jinx (ELF Invocation) is DEAD! R.I.P. It isn't here anymore. Don't bother looking for it in-game.

 [ General Information    : ] Invoking Jinx is normally a request for him to share some of his ill-gotten gains with you. 
   However, he's also been known to lend some assistance to those troubled by bothersome locks.

Or, if you're around a lock (like to Sinister Dexter's cell, HINT HINT HINT) a silver lockpick, which works quite well.
