[Usage :] cast haste [-] [on <target>]
[Effect :] When haste is cast on someone they are granted
great speed by the cleric's deity. If no target
is supplied it defaults to the caster. If the
reverse of haste is cast the target is slowed.
If no target is supplied it defaults to the
caster's current attacker.
[Note :] Before one can learn haste sie must find the
scroll which contains the spell.
