While not actually existant in the real world, phlogiston was nonetheless a popular explanation in the seventeenth and eighteenth centuries for the processeses we now refer to as oxidation/reduction reactions.
In LS, phlogiston is the material that allows draconic races to breathe flame or other essences. It is an explosive gas that reacts to other magickal elements in its environment to produce a blast of destructive energy.
