The ability to use weapons which employ forces directed by one's will rather than 
one's body. Examples include wands and staves which fire magickal bolts.  When using 
such a weapon, this skill influences the speed, accuracy, and damage of your attacks, 
and in some cases your ability to use the weapon defensively (when the weapon can also 
project its effects for that purpose -- many do so only in offense).
